Freon is at correct pressure but a/c will not work.
is there a fuse or relay associated with the compressor clutch?
Yes there is. I am not sure with the car that you have but it should be found either in the box (it would be indicated in the cover which relays are for) in the engine bay where most relays are located or under the dash where some manufacturers would put it.
