Surge at low speed

At around 10-20 mph it will surge or lope to the point you think it is going to die,if i hold the foot feed at that rpm it will do this until i let up on the gas or till i speed up. seems to be worst when it is raining, but will do it when it is dry out also. This is a real pain when driving in walmart or other parking lots.I have changed sensors, fuel filters, spark plugs, wires, tried new computer, but still have the problem.

Verify EGR is working ...sticking valve could be holding open and creating this mess since you've tried all the common stuff to no avail.

Do you have one of those oiled air filters? If so I'd start looking at the mass air flow sensor. Also this could be a fueling issuse. The pump may not be able to keep up.
Is there any codes in the PCM?

Should the R.P.M. decrease when my foot is off the accelerator?

Yes! RPM, (revolutions per minute), is engine speed NOT road speed, (kmph, mph). RPM's will go up and down as you change gear while your cars actual speed and acceleration stays the same. Idle is usually somewhere around 1000RPM, (10 on the needle).

I have nissan altima 2005 car, when I drive it at 60 to 75 mph the rpm stays in between 2.4 to 3 but when my frn drives my car rpm is 3 to 4 for same speed 60 to 75 mph, how Can Rpm vary for each...

Shear coincidence. You have a transmission problem. Doing 60 MPH your RPM's should be around 2000, Usually a little less. One of you has a heavier foot than the other.

Engine idle

dirty intake throttle valve and air bypass idle speed control motor. ttry the following.

Here is the most common cause of surges and stalls at stops and low erratic idle speed and rough idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Common issue at the shop (i'm a ford technician), here is what I do to correct it.

one unit that operates ratio changes and is connected to the engine is that vacuum operated actuator on the transmission
it is possible that that unit is failing , vacuum hose is leaking and that will cause ratio changes as the vacuum varies
run the fault codes to check for wiring problems or VSS or TCM problems as well
