More likely there is a problem with the performance of the engine, and since the check engine light is on the VSC system is disabled.
You need to have the computer checked for trouble codes.

There aren't sensors on the brakes that would cause the check engine light to come on. The check engine light illuminates when the computer detects a fault with a sensor, a system, or an actuator it controls or monitors. Have the computer scanned for trouble codes. You have a couple of options. You can buy an inexpensive code reader for about $50 and pull the codes yourself. You can call your local parts store to see if they can do this for you. Light could be burned out. Always check to see that the light comes on when you buy a used car because sometimes people will do that to hide the fact that the light is on

It does sound like a weak fuel pump but you should check fuel pressure before you condem it. You should see readings in the mid 50s to 60 psi key on engine off. The check engine light may be a separate issue. You'll need to find out what code/s are stored in the PCM. A parts store like Autozone can help you with this.

Find someone with an OBD II tester, and pull the codes. I suspect the Starter, but check the Battery cables first.Could also be Ignition switch, or starter relay.

When you hook up the scanner, make sure the ignition is off. After you plug it in, turn the key to "run".....do not start the car.
