Sounds like a faulty connection or computer problem ! The 4X4 switch is powered by the PCM - engine computer , B+ voltage from the PCM goes through the switch back to the PCM . The different switch positions have different resistance values . The PCM then controls two different relay's ,which control the actuator on the transfer case . Having a professional or factory scan tool hooked to the vehicle to check for DTC'S - diagnostic trouble codes . should be the first step in diagnosing this.

Every time i push the button for the four wheel hi it makes the click noise in the front but DOES NOT ENGAGE. only the back tire spins

Depending on the year, it is not posted, it may be a bad transfer case motor. The clicking you are hearing is the motor trying to engage transfer case & front axle. It looks like a windshield wiper motor & when it gets power & works properly it engages front wheels. Again, depending on the year, may be 4 wheel drive actuator or switches bad on front axle or transfer case.

4x4 issue could be either the TCCM Transfer Case Control Module, or the transfer case shift motor.

When you turn your dash switch from 2wd to 4HI, can you hear the shift motor underneath operating?

Four wheel drive

This could be defective 4X4 actuator motor or jammed transfer case. Has the fluid ever been changed in the transfer case? if not that can cause the case to jam and not engage.

Have a 1993 f150 4x4 transfer case sounds like its engaging but there is a grinding noise when she goes in 4x4 only checked transfer case its fine could the hubs be gone over the summer with out use.

Try removing the front drive shaft from the transfer case to the front differential. With the vehicle on 4 jack stands and the front drive shaft removed attempt to place the vehicle into 4 WD. You may have to start the engine if the vehicle uses a vacuum actuator module to engage the front wheels. When you get an indication that the vehicle is in 4WD try turning the front wheels by hand and see it you hear the same grinding noise .... engage the hubs and try again. Usually if the transfer case is ok then the problem is in the front differential or one of the many universal joints that connect all of the elements together. Check the U joints on the front drive shaft for play as well as the U joints on each of the front wheels.
