The ECU has little or nothing to do with emission's. Paticulate filter engine damage or wear is the main cause's of high emission's. If no excessive smoke from exhaust then most likely it's fine

I have a check engine light with a code P0013: cam shaft circut. Will this pass an emissions test?

Most probably the system will not pass the emission test as it is related to air and fuel supply system. The problem relates high and low voltage supply to cam circuit. If high voltage is supplied the light will come on and you may not be able to pass the emission test.

Failed emission test, codes p1698, p1776, p0700. It is a 1999 Plymouth Grand Voyager, 3 liter

Strange that it failed the emission test. The codes given relate to the transmission computer not outputting the correct signals to the engine (power) control module ECU. Have you noticed any abrupt gear shifts lately? I wonder if the emission test failure is related. Sometimes the gear selection failure can be as result of the ECU getting the incorrect information from a faulty throttle position sensor TPS. The ECU relays the information to the transmission controller and this snatches at the gear shift at slightly the wrong time. A faulty TPS might also be responsible for the ECU setting the wrong fuel air mixture and this would result in inappropriate exhaust gas emission. The TPS is on the throttle plate shaft and is located on the outside of the throttle body. The two outer pins on the TPS plug have 0 volts and 5 volts. The middle pin sends the voltage to the ECU according to the throttle shaft position between 0 to 5 volts. Check out the TPS thoroughly before looking for something more complicated. Then next I would pull the sockets from the respective control units and make sure all the contact pins are clean and bright to ensure good inter connection

My 2002 Grand Prix GT 3.8L Won't pass emissions. Testing center's scanner says car was recently worked on and that the mileage driven since is not enough to recycle check engine light. The ck eng. light...

Nope, you just need more miles. When the car's computer has been disconnected from power (such as when the battery is unhooked), it'll set what are called "readiness codes" when power is reapplied. It takes a certain number of miles to clear these - some cars require 50 miles, some 100 miles, and some (such as some Isuzu models) need very specific drive cycles to clear them. Once the requisite number of miles have been driven without issues, the readiness codes will extinguish and your car should pass.

Emissions test comes up not ready - can't pass inspection

Under the hood, there is a fuse block. I believe it is on the driver's side of your vehicle. Open that box, and pull the "ECU" fuse. Leave the fuse out for at least 5 minutes. Put the fuse back in, start the car, and let it idle for at least another 5 minutes. Do not drive the car, touch the gas, or even look at the gas pedal for these 5 minutes, as the ECU is remapping itself. This will properly reset the ecu and clear the codes. After this you may drive the car.

Wont complete scan to pass emission test

When you rest your codes there is a series of tests your ECU has to go through before you can pass emissions. this is done some people can reset the code and go before its sets the code again. on the 96 you can have 2 tests not complete for it to pass. basicly you have to drive the car a couple days for the tests to pass.

check the readiness tests wait until only 2 have not passed. then you should be good.so drive and check.
