My lights inside and outsideof my 1998 oldsmobile intrigue would not go off. Unless I put on the brack that keeps the car from moving

That's a safety feature built into the vehicle by the manufacturer so that there are always lights on if the vehicle is able to move. It's also a sneaky way to make you use the parking brake, which is good because the parking brake needs to be set EVERY time the vehicle is parked yet almost no one ever uses it.
