Question about 1999 Chevrolet Malibu
You may have a clogged up exhaust, I had this problem on several occation that just about drove me crazy thinking it was electrical problem. Unbot the exhaust, and see what happens. The catalytic converter usually is the one that clogs up so you want to disconect the exhaust system before the catalytic converter.
