The motor ,or the fan selector switch,and connector most likely are the problem,check the fan,it could be at fault,or the switch,and connector,as for the floorboard being wet,it is most likely the drain for the evaporator is stopped up,look directly below where the ac lines go in the firewall(in the car from under the hood)the drain will be there,blow it out with air pressure,like a air tank,and blow gun.Water will pour out like a water fall if you get it clear.If this was helpful,please rate,and thank you.

There is a fuse box/relay under the hood. Check the box if there are blown fuse and relays that you need to replaced.

Start by replacing the blower motor speed control resistor. The blower motor resistor is located near the blower motor under the dash on the passenger side and its head goes into the air ducting for cooling with the connector on the outside..

Blower motor will not shut off

I can't speak to the cost, a local dealer can do that. As for the reason the fan runs on, it sounds like either a stuck power relay (location should be in the owners manual) or a bad fan speed regulator. Since the fan is stuck on high, I suspect the fan speed regulator is bad. On some cars the regulator is part of the fan assembly, and on some it's separate. Also, there is a possibility you can repair the circuit board, assuming it's something as simple as a burnt out diode. Best of luck!

Blower motor resistor

The blower motor resistor is located near the blower motor. It is held in place by 2 screws, and has a wire clip connected to it. Very simple fix.

Blower motor or resistor?

Yes its the blower motor resistor.

More then likley theres some trash or something in it, or possibly the motor itself is on it's way out. There not that bad to pull out of that body car, just pull it out and see what you can see.

The blower motor is under the glove compartment

You can replace the resistor on your own. Please find a detailed diagram which would guide you to do it.

Blower won't shut off

You will need a Blower motor resistor and maybe a blower motor resistor connector end. If you look under the dash on the passenger side(may need to remove smooth black cover, vents will be sticking out) you will see a connector going straight up into the blower motor resistor(7 wires/slightly in front of blower motor). Pull out the connector and check for melted terminals/wires. If no melted terminals just replace blower motor resistor with part # 89019088 per GM to revert to part before 04 in order to stop blower motor resistor relay from hanging.
