The remote control battery is GOOD. if i turn the key on, the remote works, but not without truck ignition on. Also have no connection with OBD connector

I finally fixed this problem. it seems that a connector on the bottom of the Computer Brain (attached to end of Fuse Block ), became a little loose, and had a bad connection. After wiggling this back in place,my remotes started working, and my SCAN TOOL is able to communicate with the vehicle

how is the battery in the remote? very very unlikely this is a fuse problem or other systems on the car would be affected, the locks would not function at all, either with the remote or with the door switch.

Remote not locking the doors

If the key fob (remote?) unlocks the doors, the car access system presumably is working. This leaves the body-gateway module (BGM)which controls the locking/unlocking function. In the front fuse holder, there are four fuses, all of which supply power to the BGM. They are: 30A fuse F18, 30A fuse F10, 30A fuse F12, and 10A fuse F29. If the fuses check OK, The problem may lie in the door system locks which have both an unlock motor and a lock motor The motor or switches may be defective

2005 Dodge Dakota alarm and key pad trouble

No i do not think you have electrical problem, try this.

Car in Park
Key on
push and hold unlock on good remote for 5 to 10 seconds
while holding unlock, press and hold panic, then release together
Listen for chime
press and release any button on all remote to be programmed.

If this will not work you need to bring the Vin# and remote to a dealer for reprogramming.

I am taking the truck up to the lock smith and having it re-programed. This should take care of the problem.
