The idle should stabilize within about 10 seconds. If the engine continues to idle over 1000 r.p.m. for more than 60 seconds, try resetting the ECU by disconnecting the negative terminal to the battery for one minute, then try again. If the problem persists, check the following:
If all systems check out, have your ECU tested and replace if defective.

The fuse for the horn (horn relay) is in the power distribution box located in the engine compartment (see picture below). That fuse in in the number 28 position (see other picture below) and the horn relay itself is located in the number 47 position. This information should be in your owners manual if you have one.
