Why would cylinders 2 and 3 not fire on saturn 1.9?

Any number of reasons. Take the spark plugs out of each cylinder, making darn sure the engine is cold.
Are they wet or oily ? If not, then put the plug boot on the plug, then put it next to something metal on the engine , while an assistant turns over the key. Did you see a spark ? No, then the ignition is faulty. Replace the wires, plugs and rotor under the distributor cap, and the cap itself. I believe they are still rotor caps on this year Saturn.

Vin "7" or '9"???if #4 is firing so is #1. they both fire at the same time. have you swapped the wire with number 4 or another cylinder? have you checked for a injector pulse on #1 fuel injector? Compression on #1 Cylinder?

First make sure that cylinder is getting sufficient spark and fuel delivery once you have verified the cylinder is getting spark and fuel and theres still a problem with the cylinder misfiring take all the spark plugs out and perform a cylinder compression test the compression for that engine should be no lower then 180 PSI if cylinder 2 is lower then that spec there could be a problem with one of the valves not sealing properly, worn or cracked piston rings or a weak headgasket...

The V6 has the firing order of 1, 2, 3, 4, 5, 6.
the photo shows the cylinder numbering. The red arrow is the front of the vehicle. 1 and 2 are at the pulley and belt end of the engine. 5 and 6 are at the transmission end.

My 93 saturn sc2 seems like its running on 3 cylinders. I changed plugs, wires, and coil packs. And it still runs the same. What could be the problem?

mine did the same thing. Are you SURE you have the firing order correct?? Double Check that because the firing order is from the PASSENGER side to the driver side is....1 2 3 4 ... and on the coil pak from the PASSENGER side to the driver side is ... 4 1 2 3,

Firing order diagram

Firing order is 1-3-4-2. Cylinders are 1-2-3-4 left to right as you stand in front of the car looking at the windshield.

1997 Saturn sl2 Code P0304-IC module cam reference

yes it is the ignition coils . po304 is a miss fire on #4 cylinder.wires and plugs should fix the problem unless ignition coil is not firing. there are 2 coils they run 1&4 2 &3 cylinders.
