Any number of reasons. Take the spark plugs out of each cylinder, making darn sure the engine is cold.
Are they wet or oily ? If not, then put the plug boot on the plug, then put it next to something metal on the engine , while an assistant turns over the key. Did you see a spark ? No, then the ignition is faulty. Replace the wires, plugs and rotor under the distributor cap, and the cap itself. I believe they are still rotor caps on this year Saturn.

Vin "7" or '9"???if #4 is firing so is #1. they both fire at the same time. have you swapped the wire with number 4 or another cylinder? have you checked for a injector pulse on #1 fuel injector? Compression on #1 Cylinder?

First make sure that cylinder is getting sufficient spark and fuel delivery once you have verified the cylinder is getting spark and fuel and theres still a problem with the cylinder misfiring take all the spark plugs out and perform a cylinder compression test the compression for that engine should be no lower then 180 PSI if cylinder 2 is lower then that spec there could be a problem with one of the valves not sealing properly, worn or cracked piston rings or a weak headgasket...
