After welding a support braket to my frame, my coolant fan, and my switch that lets me take my car out of park seems to no longer be workig. i disconnected my battery but apparently i have back fed some voltage to these systems it seems. any idea where to start looking?

You need to change the relay and the temp sensor switch. If you have done that the reason it's not coming on is probably because the coolant is not
getting hot enough to cause it to come on. Let me explain. The coolant
fan when the A/C is off is activated by the coolant fan switch. The
switch closes when coolant temperature is over 238F completing a path
to ground through the coolant fan relay windings. The relay contacts
then close and voltage is applied to the coolant fan. When the coolant
temperature drops to 214F, the switch opens and the coolant fan stops.
In A/C equipped vehicles, the A/C control head completes a path to
ground for the coolant fan relay whenever the A/C is on no matter what
the temperature. Voltage is then applied to the coolant fan.
Essentially, the coolant fan switch is by-passed when the A/C is on,
which is why the fan works whenever you turn the A/C on. Now, if the fan
does not kick in when the coolant temperature is over 238F but works
when the A/C is on, the problem has to be the coolant fan switch or the
connectors or wiring to the CFS.
There's a thermostat control switch that lets the fan run after engine shutdown to bring the coolant temp down to an acceptable level. If the fan continues to run, this switch has gone bad. Any major parts store, or a Lincoln dealer, can sell you a replacement switch and show you a diagram that will let you locate and replace the bad one.
If the frame is rusted you can weld in pieces up plate metal to fix it. If you don't weld or can't get welding done you might be able to bolt a peace a piece of metal. But welding is preferred. You could also go to junk yard and get a different frame or cut out a piece of frame from a junkyard truck. Good luck.
if this engine is overheating while u are driving then the fan is not the problem, if it gets overheated at idle or under 10 MPH then there is a POSSIBLE cooling fan issue, let me ask u this, does the fan come on when the AC is switched on? open the hook and turn the AC on the fan will come on and go off in cycles each time the pressure builds in the AC system, if the fan does this you have no problem with the fan and need to have other checksmade such as the thermostat not fully opening or a clogged radiator or leaking head gasket. On most vehicles, there is a thermostatic switch located on the bottom tank of the radiator that controls the electric fan.
When AC is turned on, this switch is bypassed so its failure is 'cured.'
These switches aren't terribly expensive nor difficult to replace but ensure you don't lose coolant on the ground while replacing the switch since the stuff is tasty and toxic to animals.

This will also let you approximately access what a repair might cost for labor if you can see the degree of difficulty yourself.

We have on for (and IN) each vehicle we own since they can be lifesavers now and then.
There should be 2 bolts in a bow-tie shaped braket on the top of the shock, with a nut on the other side, through the frame. There should be one large bolt and nut on the bottom of the shock, through a braket on the rear axle.
Lift the vehicle up by the frame on both sides, so that the axle is dangling underneath the vehicle, and the shocks should be very easy to remove and reinstall.
It is possable -however the rusty metal will have to be cot out and replaced.. That would take precice messuring and then frame allignment..
Rusty metal cannot be welded.. That would be like trying to make somthing stick to sand..
