SOURCE: 1996 windstar relay

The fuel pump power on the Windstar is controlled by a component called a Constant Control Relay Module (CCRM).
Its located located on the driver's side of the engine compartment.d7fb0ae.jpg

SOURCE: I have a 1996 Ford Windstar with a 3.8 6 cyl. It

Have you checked the battery terminals too to see if the cables are lose or having alot of acid on the terminals, if so please clean the terminals one at a time by using a wrench to unlose the bolts that hold the cables to the negative first and then to the positive cable but make sure that you do not put the wrench touching both the positive and negative battery terminals or your battery will explode putting acid all over you !!! Another thing is that does your starter ever make a clicking sound when you try to turn it over with key ? When you try to start the car with key that the car starter should make a clicking sound that engages it into the engine so to start it up. If this is not happening then it might be your starter not engaging into engine.

02 windstar sometimes wont start

It could be a faulty fuel pump relay. It should be in the power distribution block under the hood. Hold your finger lightly on it to feel for the click. Every time you turn the key from off to on, the relay should click-which then sends power on to the pump. Try replacing the relay or swap in a known good one, before condemning the pump.
The final test for a bad fuel pump is to check for power at the gas tank's fuel pump connector, while the engine is cranking over. Power there and no fuel pump is definitely a bad pump.

Motor turns over but wont start. has gas, no bad fuses

Do the spark plugs have spark?
Also check the condition of the air filter.

Is the vehicle fitted with an immobilizer?

New batrery, no spark, no fuel. pulled front bank of plugs not sign of fuel or hear from spark. Just replaced a top coolant hose that was leaking. Engine turns over strong.

try swapping your PCM power relay with another relay in the relay box (engine compartment by the battery).
The PCM relay powers the fuel and ignition systems, as well as the PCM. Let me know if this doesn't work or you have more questions.

96 windstar looking for fuel pump relay, not by battery, looked all over need pin point directions where it is located, can't find ignigtion control module, i know where powertrain control relay module...

Check out your Inertia switch first. It is located in an access panel on the rear passenger side of your vehicle. There is a button to press to reset this and its function is to cut off power to the fuelpump in a wreck.

The fuelpump relay on your Year Windstar is suppose to be taped within the wiring harness going to the Starter. The Ignition control module and the PCM would affect the spark and since you have spark they have nothing to do with the fuekpump not working.

You can look in your Haynes book for the Inertia switch. The Starter Relay is Year model specific, for unknown reasons the Relay did not end up in a permanent position until later models. Would appreciate knowing if Inertia switch was at fault.

Has no spark

well the easy answer is 20A ign fuse under the hood

however, lets check a few other things
1.) when you are cranking the vehicle is the check engine light on? If it is then this means that the PCM is not seeing the CKP... start searching for a loose connection at the CKP
2.) next swap the PCM power relay with the fuel pump relay and see if you get spark...if the relay is bad your vehicle still will not start because the bad fuse is now the fuel pump relay

We just got a brand new battery and starter(i know the solenoid is on the starter) for our 98 windstar. 3 weeks later we got an oil&filter change,as well as fuel filter&fuel injection cleaning, and...

Does it just crank and crank,or does it barely try to start.Check fuel pump relay under hood or for a fuse..Or turn the ignition to the run position but dont start it and have someone listen by fuel tank for the fuel pump to make the humming noise. Most of the items you have listed in the post more than likely would not make the car just suddenly not run unless fuel pump relay is bad..

Will run for 5 sec and then it will not run

Could be a number of things.

Fuel pump, pump relay, plugged fuel filter, bad spark plugs, plug wires, coilpack/or/distributor
Most reasons are car won't start or stay running is a bad sensor.
