Try the main fan. Then check strip fuse for the Aux fans. Then check A/C charge or the sensor that checks it because that turns on the low speed on the Aux fan. Then check the Engine temp sensor as that controls the high speed Aux fan control.
Also a stuck open thermostat will cause overheat.

My 1994 Buick PA overheats and it seems that the anti-freeze in the reservoir tank never moves--it is still the same brand new fluid thats been in there for a year.

replace the hose and fill the radiator.
There is a bleeder screw where the hose connects to the engine.
there is probably a fluid loss somewhere causing the overheating.
check for wet spots near hoses and if they are really old replace them.
on the right side there are two heater hoses that can cause overheating by leaking. they can be metal and you have to pick them up to see if fluid got under them.
worst case would be a head gasket or damaged head.

Do a cylinder leak down test. Hook up a airline to each spark plug hole. Bring each cyclinder to tdc and listen for air leak. Possibly in the radiator. You can also reverse the process by doing a radiator leak down test. If you hear bubbling in the radiator bad head gasket. Remove and replace head gasket.

Vitara 1.6 cuts out

Are you quite sure it is not overheating? Your mention of heavy traffic, ie. stop and go, would tell me that your radiator fans are not working. I had a car with bum electric radiator fans. It worked fine if it was moving a lot. But in slow traffic, it would get warm enough to have a vapor lock or something without setting the engine-hot light.
