try checking all fuses the ones in the fuse box inside as well as under the hood. sometimes you have to check the fuses because of a wire touching in the transmission before you had it rebuilt. Try that out and if not I would go back to whom ever rebuilt the transmission.. I have turning wrenches for 22 years and the last ten in my own shop. I come across allot of 99 silverados with trans and transfer case problems. Hope you find a burnt fuse.

transmission shift solenoid is stuck open this is a common vehicle issue in automatics and not particular to any make or model vehicle 15 dollar part and arm and leg for labor if taken in
heres an idea to try
take out the transmission filter and replace with new one make sure to take not of any metal debry in trans pan this indicates the trans had sheered its gears down and a trans rebuild is needed
the transfilter needs to be changed at a certain milage interval they can get clogged up
there is a kit you buy for your truck at any parts store
its an easy change hour of time unbolt trans pan unbolt trans filter and put new one in
kit comes with new seals less than an hour you can do it yourself
to overdrive you would feel a difference in shift badley if it was that something to keep in mind

Their are a few possible causes of this. One their is not enough tranny fluid in it or the kick down cable is not hooked up properly. the kick down cable also runs the vacume to the transmission.

Your transmission is on limp mode and will not shift in to your 4th gear. Have it scaned and see what triggered the limp mode, Your can try resetting your ecm buy turning your ignition to the run postion and pulling the ecu fuse out for 5 sec and re-installing it. You'll hear the fuel pump buzz and then try starting it. Note the truck may start then stalls but let it, just start it up again and your should be fine. The ecm is recalibrating the it self again like the first day it was started. That should clear any limp mode for not. Good luck and get it scaned, could be as simple as a bad battery ground.

If it won't go into overdrive a speed sensor within the transmission may not be sending the shift signal to the transmission. Check fluid levels to make sure that's not causing the problem. Also, check that the fluid is red color and clean.
Transmission probably needs to be serviced at a reputable shop if you want this problem fixed.
