you connected a scan tool to the USA DLC 16pin OBD2 dash port
and scanned it and got all codes
seems not.
or did the key on.off mad DTC check.? wild key trick?
or the car is a 1993 car that runs the old OBD1 , 2 digit flash codes.
is that it? but added a 0? to confuse us?
the 1993 book is free, seen below, see page 2, emissions under diagnostics.
OBD1 code 11
means cam (cmp) or crank (CKP) are dead, or misfiring,
or that they don't agree.
as you know the cam and crank are locked together, at 2:1 ratio.
if the cam drive is not loose , then the sensor (either ) are bad.
ckp is top fail, (weak by design) the CMP is robust.
read page 3. 1993 if it is, if not, read as appropriate.

The MIL turns OFF after the engine is started if a diagnostic fault is not present.

The MIL remains illuminated after the engine is started if the control module detects a fault. A diagnostic trouble code (DTC) is stored any time the control module illuminates the MIL due to an emissions related fault. The MIL turns OFF after three consecutive ignition cycles in which a Test Passed has been reported for the diagnostic test that originally caused the MIL to illuminate.

The MIL flashes if the control module detects a misfire condition which could damage the catalytic converter.

When the MIL is illuminated and the engine stalls, the MIL will remain illuminated as long as the ignition is ON.
