Probably the kill switch, most new cars have it so in case of police chase,it kills the engine. so slow down a bit!

What is cylinder head bolt torque?

you didn`t have this info in you earlier question. not sure what they are but I believe you torque the bolts first then its torque to yield. meaning they are torqued by degrees of turn. like turn bolt 75*.

High rpm at highway speed

No idea why you would drive that fast,
but 2800 is about right at that speed

Did you just get the car & never own one that
went to 2800 at that speed

Tap the brake around 55 & see if the rpm goes up,
indicating that torque converter lock-up is working

Don't do that at 70 mph

Wont go any faster than 55. If you press the gas pedal all the way to the floor the rpm's will go up but no change in speed. It acts like it is losing power. what could be causing this?

If the RPM goes up you know you have a transmission that is slipping & needs to come out & be rebuilt. That is a no brainer as they say

TPS? Car studders at low speeds when climbing hills

YOU HAVE A TORQUE CONVERTER LOCKUP ISSUE, HAVE SOMEONE LIKE THE DEALER,AUTO ZONE OR IF YOU ARE HANDY CHECK FOR CODES, NO CODES....THEN TAKE THE CAR OUT STEADY DRIVE AT AROUND 45 MPH, GENTLY HIT THE BRAKE PEDAL JUST ENOUGH TO MAKE THE REAR BRAKE LIGHTS GO ON BUT NOT HARD ENOUGH TO STOP THE CAR...DO YOU FEEL THE CONVERTER SHIFT IN AND OUT EACHJ TIME THE BRAKE PEDAL IS TOUCHED MAINTAINING A STEADY 45 MPH SPEED, IF IT THAT SAME SHUDDER YOU ARE FEELING THE TORQUE CONVERTER NEEDS TO BE REPLACED, NOT AN EASY JOB AS THE TRANSMISSION HAS TO BE REMOVED TO GET AT IT.SORRY ABOUT THE CAPS.......

I would really have that exhaust checked again, as well as have mechanic put fuel pressure gauge on & drive it up to that speed and see what happens fuel pressure wise. With exhaust, it's not only cat converter that could be causing reduced flow.

The torque, does it have to be real tight or lose?

torque is a means of measurement. for example if your service manual says to torque the head bolts to 75 ft. lbs. that means you need to use a torque wrench and set it to 75 ft lbs. sometimes people will say to crank down or to torque down a nut / bolt that is slang for tightening down the nut / bolt very tight. it all depends on the application.when in doubt, check your service manual.

I was driving and the rpm's decreased and the speed wouldn't go over 20. later in the day the engine light came on. I took it for an oil change a few days before but doubt that has anything to do w/ it....

most likely torque converter problem if fluid is decreasing, but could be other problems my advice take it to a good transmission shop or the dealer, also you can if you want retrieve the code in the computer by following the instructions in the repair manual ex:haynes or chiltons for retrieving the codes from the ecu or you can buy an OBDI dianostic scanner from local parts store
