Air conditioning blows hot air when sitting still, cools somewhat when at highway speeds, but not cold. Has plenty of refrigerant, compressor is working.

You have a leak & not plenty of refrigerant

Why would it try to get cold when moving at higher
rpm?

Low Refrigerant
Leaks
Air in System
Dirty Evaporator
HVAC System Doors not switching
Expansion Valve or Orfice issues
Compressor Failing
Condensor dirty & filled with leaves between it &
radiator
& More

I have repleced my ac compressor and vacume the system. however the compressor will only engage with A JUMPER WIRE. what else should i check?

this is just a thought, i suspect that you have a clogged orfice tube filter. it will not accept a charge if the filters clogged. any autozone or advance auto parts has the complete manual for $28.00 BUT if the manuals open, you can research the manual instore for free. just ask the clerk for position of the orfice tube filter in the a/c system if the compressor only enguages with jumper wire suggests the systems low on freeon,or a clogged orfice tube filter.technical solution::restriction in the a/c system. thank you for choosing fixya.com.

Hey I am haveing a problem with My 2500HD ac system. I have changed The Condensor, evaporator, and the Compressor. I have charged it to the correct levels. It blows cool air, but it doesn't get cold....

Did you change the Receiver/ Drier and the Orfice Tube/ Expansion Valve? The Receiver/ Drier takes moisture out of the system and the Orfice Tube/ Expansion Valve controls the Hot/ Cold air. If that is bad it may not be opening or closing fully which would not let your A/C get as cool as it supposed to.
