Wont start or has problems starting

Chek fuel filter first, and replace if it hasn't been changed in a while. Then if it still has problems starting, check ignition module. Make sure all grounds are tight and making good contact as well.

Where is the Ignition Control module located on a 1990 Ford f150

The ignition module is held on to the distributor by two 5.5mm bolts, but there is a tool for getting those bolts out. And you're right they are prone to failure.
