"Check Engine" light comes on, there is always a DTC (Diagnostic Trouble Code) stored in the ECM (Engine Control Module). You'll need an OBDII (On-Board-Diagnostics) scanner to retrieve any codes recorded/set in ECM. Once you do this and let us know what, if any codes are set, then we can go from there.

You can have a look at the position of EGR valve and where it is located in following link:

1996 toyota corolla p0401

code p 0401 refers to exhaust gas recirculation (EGR) system--insufficient flow detected ===causes --hose leak/ blockage--basic setting not carried out if applicable ---wiring---EGR valve ---EGR solenoid --ECM
take it to an accredited service centre that has experience on your make of vehicle , tell them the fault details and get a proper diagnosis to determine the fault and a quote

2000 Ford Windstar 3.8 misfire cylinder 5. Code reads cylinder 5. Changed egr valve. Plugged up egr hose with drill bit tip and car runs fine but the CEL stays on. Must pass emissions in next 9 days. Why...

I would assume the check engine light is on now because the EGR is not working ?
Depending on which hose you are talking about, it may be causing a vac leak near cylinder 5. There is a solenoid valve that cuts off vac to the EGR valve at idle which may not be working.
The EGR valve should not be open unless the engine is above 1500 RPM or so.

Service engine soon light

if it is for the EGR valve again, replace the valve and the DPFE sensor. Not sure what an EGR regulator is. Could be a bad hose going to the DPFE, or a clogged tube or EGR port also.

Will not pass emissions code p0401 infuficient egr flow

EGR flow is monitored by the PCM by it looking for a reaction in the FRONT O2 sensor in responce to the command given to the EGR valve. The linear electronic EGR valve sends a return signal to the PCM indicating the relative position of the step motor and hence how far open (or closed) the EGR valve is in responce to the PCM command. The PCM expects to see (within a set of given parameters) a change in the O2 sensor reading (change in exhaust gas make up) after the EGR valve is commanded open or closed. If it doesn't, or that change is not within the expected parameters, a code will be set based on the skewed data. Generally a "insufficient flow" code will be set by:

1.Faulty EGR valve (sticking, or "lying" to the PCM about the actual valve position)
2.Faulty electrical connection at the EGR valve (causing false data)
3.Clogged EGR passages
4. Bad read from the MAP, or TPS, causing the PCM to misinterpret the EGR data based on faulty operational data from the other sensors
5. (Very rarely) A marginally "slow" O2 sensor. (PCM does not "see" the change in exhaust make up quick enough and interprets that as poor EGR flow.)
I have found that normally this code means that the EGR is not opening the amount that it has been commaneded to by the PCM. Normal cure for me lately has beed to repalce the EGR valve and to clean out the passages while the valve is off. The Tech 2 is able to command the EGR open and show the commanded opening and the actual opening. When this code is present the actual and commanded do not match closely at all. Code on diagnostics p0401

Code on diagnostics p0401:

What is going on?
Exhaust Gas recirculation low flow detected means that: there is vacuum problem in the EGR system - between the combustion chamber, EGR valve (mechanical - blown up diaphragm or clogged airlets/hoses) , EGR Modulator Valve (mechanical - blown up diaphragm, dirty EG/air filter or clogged airlets/hoses) and Vacuum Switching Valve ((mechanical - blown up diaphragm or clogged airlets/hoses OR electrical - VSV not properly synchronizing with the ECM, for instance).

Effects?
This causes the combustion chamber temperature to increase and produce Oxides of Nitrate (NOx) that is out of an acceptable emission range. This triggers the Malfunction Light (check engine light) to stay on (after a couple of driving cycles)!
Solution: Focus on EGR airways (hoses...) and organs (EGR valve, EGR Modulator, VSV), clean, check or replace the defected one. VSV seems to be criticale as it plays electrical & mechanical function. Once the repair is done, Clear the P0401 code using an OBII scanner.
