I have sen this a long time ago with the switching relay being faulty. This is worth a try. The issue at the time was they the wiper would start and then stop 1/2 way up. We assume that the relay was cutting out too soon.

I recently changed my wiper motor in my 2003 Hyandai Accent. Now the windshield wipers will not stop at the bottom. When I turn thw wipers on, it goes donw first then up then back and stops in the middle...

Remove the linkage from the wiper motor. Turn the wipers on then off. This will set the motor in the park position. Move the wipers by hand to there normal off position. Reinstall the linkage onto the wiper motor. The wipers should now park or stop in the correct position.

Wiper fuse keeps blowing intermittently.

It looks like the wire circuit for the wiper motor is touching the car body when shaken so the only thing you can do is shake the wires and terminals yourself while engine is running then maybe you can pinpoint where the earthing is.
