I replaced the switch ($18.79 from Ford) and it did not change anything. I see that relays 3, 8 and 31 are listed as "blower" in owners guide. 31 is a fuse which I checked, but do not know how to remove relays 3, and 8 or how to check them. Any ideas, anyone?

A car relay is a particular kind of remote-control switch. It is
magnetically operated and is used to control electrical circuits from a
distant point. It controls electrical components like fuel pumps, air
conditioner motors and radiator fans. But relays use flexible
mechanical contacts that wear or burn, effectively blocking current to
the circuits they service. Fortunately, a car relay is easy to test.
Follow these simple steps to troubleshoot any particular relay in your
car and find out whether you actually need to replace it.
Find the particular relay you want to test. Depending on the circuit it controls, the relay may be located under the dashboard or inside the engine compartment in a junction block.
Turn the ignition switch to on to energize the particular circuit you are testing, if necessary.
Connect the alligator clip from a test light to any good ground on your vehicle. Probe the wire coming out of the relay and going to the component with the tip of the test light. If the bulb in the test light glows, there is voltage, and your relay is working properly.
Probe the wire or wires feeding voltage to the relay with the test light following the same procedure used on the previous step. If the light glows, there is incoming voltage. Otherwise, the relay is not receiving voltage. Check the voltage source.
Switch the ignition key off. Unplug the relay from its electrical connector, making sure not to break the locking tabs on the relay.
Identify the relay's power and control terminals. Some relays show a circuit diagram on top of the case to identify these terminals.
Check for continuity between the two power terminals using an ohmmeter. There should be no continuity. If there is continuity, replace the relay.
Connect a jumper wire between the battery positive terminal and one of the control circuit terminals on the relay. Connect the other control terminal to ground with another jumper wire. If you do not hear a click as you make the second connection, reverse the connections. If you still do not hear a click, replace the relay.
Connect the jumper wires as you did on the previous step. Using an ohmmeter, check for continuity between the two power terminals. If there is continuity, the relay is working properly. Otherwise, replace the relay.

If the blower motor not blowing,and it is on high, bump the lower motor to see if it will try and start working again,if it does,replace the blower motor.If it does not,then replace the blower relay.If this only happens on the lower speeds,replace the blower motor resister,witch is mounted very near the blower motor in the blower box,with two screws,and about 7 wires going to it.
It's likely a relay. I've often seen where the lower settings are ran through one relay and the higher setting ran through another because of the difference in amperage. I'd start there, the relays are often pretty cheap and a lot easier to replace than tearing the dash apart to change the switch.
I had a similar problem with my 03 Taurus. Does your floorboard on the passenger side get wet when it rains really hard? If so, Ford is aware of a defect above the fan motor which is behind the glovebox.
I contacted Ford directly and they had my local ford dealer fix it free and they gave me money towards a new blower motor which shorted out from the leak, it's possible it just your switch if there is no leak but you might need both the switch and blower motor replaced like I did. Hope this helps.
I have a 1998 Ford Contour. Believe it or not the ABS and the Blower Motor share the same fuse. It's a yellow 60 amp and you have to take off the battery to get at it. Of course this happened twice in the 6 years I had the car, both times in the dead of winter. Tires Plus in Pennsauken, NJ replaced it. Other than that, no complaints with my Contour.

I had the same problem on my 2005 Colorado. I changed the blower resistor but still had the same problem. I had no voltage at the blower except on high. After talking with the local Chevy dealer, I found the plug-in connector that goes to the resistor had a burnt place on one of the terminals. AC offers a kit that you can splice into your existing wiring. Took me around 30 minutes to change. Costs around $50. So be sure to check the plug before changing anything out.
