Replace the cam shaft sensor.located on right side top corner of engine under PCVvalve hoses. she should fire right up,after new sensor installed
First make sure you check all your wire harness to make sure they are all in good shape .Than I would call some salvage yards to see if I could find a03 dodge neon that way if I needs parts I could purchase them to start repair .

by the way my car has 98000 miles on it and it drives more than perfect all it needs a new sound system mine works but i need something more so im looking for new radio/cd player but still don't which one fits so if you know any info please respond.

i had a problem like this turned out i had a broken mounting stopping accelerater cable from turning full circuit could be worth checking
