No,the pcm is not making the noise, unless it's a bad or shorted relay. If you don't have 12 volts at the battery,it may not start. You need a full 12 to run the computer. The switch hardly ever goes bad but yes that will cause a no-start. Write more info next time please.

Should I hear a high pitched noise coming from my pcm?

The code may not be cleared by battery disconnect. You need to clear it with a reader. The code may not clear without a specific number of run cycles. Can you post the year make and model?

How to fix high hc on 94 isuzu rodeo v6 3.2

Took me a couple of views to figure out what HC means.
You would need to know what the limit is for your area and what the exhaust is producing, then find out what the cause is.
It stands for unburned hydrocarbons which is supposed to be controlled by the O2 sensor among other things. Could be a sensor or the engine not getting up to normal temp.

JUST CURIOUS, IS THERE ANY CORRELATION BETWEEN THE CHECK ENGINE LIGHT AND THE NUETRAL SAFETY SWITCH ON A 2001 CHEVY C-1500 PU..V6 / AUTO. COULD A FAULTY SWITCH CAUSE THE CHECK ENGINE LIGHT TO STAY ON?

The computer monitors just about everything electrical on the vehicle. The part you are refering to is not a neutral safety switch , its called a mode switch,It controls what range the vehicle will crank, the reverse lights, the indicator lights in the cluster, and tells the pcm where the gear lever is so it can produce the proper solenoid commands for that range.Have you checked codes? The adjustment precedure is critcal so would recomend not just changing parts or guessing.

2003 silverado 1500 4.3 x, engine has misfire above 60, not too bad but annoying, had GM pull codes, tech said fuel pump was failing low pressure at 24 pounds, replaced pump and fuel filter, still misses...

i believe low pressure was around a 42 - 45 psi and high pressure was 54-55 psi. so yes at 24 it was bad. but need to do a full diagnostic to motor, not just a code reader but a full blown $ 110.00 diagnostic, all these fancy gadgets and wires hook to everything but the spare tire. pin point what cylinder (s) is or are misfire, when coil pak fires, the fuel inj fires, air mass to fuel ratio, timing, pressures, temp ,what all sensors are reading. when your done with this you will feel like a damn surgeon and want to start operating on the girl. If you really want some answers this is what to do. And be there when they do it,wear safety glasses to look legit and for safety reasons, but ask alot of qustions. you learn and understand more, people always say you have a bad o2 sensor, I say why? cause it worked!!!! if the code says the o2 sensor has a reading isnt that what it is suppose to do, what caused the reading? not the sensor but the excess fuel,to rich to lean well then doesnt that seem like a injector or low spark coil, not enough air? bad filter? the problem isnt the sensors its what causes those sensors to react. HOPE YOU REACH THE SMOOTH SAIL !!!! If you want real answers spend the hundred bucks, i know my yukon xl like the number #s on the phone. you notice i didn't say letters on a typewriter ha.

I have a 1996 Plymouth Grand Voyager SE with a 3.3 liter V6 Engine. It hasn't been firing on the 6th and 3rd spark plugs, and is only running off of 4 of them. I was told to replace the camshaft position...

The coil pack unit's circuit #3 drives plugs #3 and #6 directly from the PCM. If the cam sensor was defective, it should not fire any plugs. Suspect bad wiring from the PCM to the coil pack, the PCM unit itself, or a segment of the camshaft position sensor surface has lost magnetism causing missing signal to the PCM. An oscilloscope is the best test instrument for chasing down a missing pulse problem. The missing timing signal also explains why the PCM would report a 'bad camshaft sensor'. Hope this helps!

Can spliced wires to a nuetral park starting switch can have no firing to the motor? and does the pcm supposed to have a high pitch squeel to it?

The PCM can make this noise, I would not worry about it. The wiring to the P/N switch would likely cause the starter to not engage if compromised.
