The heating and cooloing system is not working. There is no heat or air conditioning coming through the vents.

may not be,,,but check to see if ignition switch looks ok ,or if it has plenty of thavel and it is line up ok.check for blown fuses and blower motor relay gone bad maybe blower resister

Sounds like a bad heater control unit, or bad control module. You are bypassing the switch when you jump the relays, so usaully the switching mechanism is suspect.

Air conditioner

replace the air conditioner relay, its located underneath the hood, you will see the relay center there, look underneath the cap to identify which is the ac relay switch.
