No this is normal, the fans come on about 122-126 and go off at about 115-118 and 232 is normal give or take a couple degrees

Most cooling fans come on at about 225 degrees. 233 is a little high, but if it comes down pretty quickly, you should be okay. You might need a coolant flush.

What temp should a/c be in 1995 chev on max

Hard to say.
Under normal conditions, vent temp should be about 20 or 25 degrees less than outside air temp.
So if outside air temp is 90 degrees and the engine is at idle speed, vent temp would be around 65 or 70. On the road the vent temp could be less than 60 degrees.
If outside air temp is 70 degrees vent temp will be around 40 - 50.

I went for an emissions test today and it failed the mechanic said the car might be running too hot or too lean also notice the the heat gauge stays at cold when driving.HELP

I suspect you need a new thermostat. It should be running at 195 degrees F.

If the engine does not fully warm up, the engine can not go into emission control mode.

The engine temperature sensor sends a signal to the engine/emissions computer that the engine is now at normal operating temp. The computer then starts controlling fuel flow, EGR, etc. so that emissions are being controlled.

When the enigne is cold, you are in what we call "open loop" meaning no emission control.

Get the thermostat installed first. Make sure it's the same temp rating as the one that's in there. Either 180 degrees or 195 degrees.

Then you should pass.

Check engine light on

Heater temp is a bit low but I don't know what the ambient temp was when you tested (the colder the outside air, the cooler the blower temp will be.) I'd definitely change the thermostat before doing anything else. Todays engines run @ about 210 degrees. If you've got a 160 thermostat in there, it won't ever get there. (will also mess with mpg.) Even the cheapest manuals contain locations for stuff like that. Everyone keeps changing locations, and I haven't worked on this stuff for a while, so I can't give you a location.
Yes there are other possible causes to your problem (blend doors etc) but I'd stick to the simple common stuff first!
