Fuel pressure

Well most engines have a mechanical pump on the engine, but the E350 models used for motor homes and box vans also use an electric pump in the tank. The pressure rating is still 5-8 psi like the mechanical pumps.
Have you replaced the inline filter ?

1999 ford econoline e 250 low voltage (7volts) at fuel pump, where is the relay located and how can it be identified?

The fuel pump relay should be near the driver side fender or the battery along with other relays. It should have a dark green and yellow wire that goes to the inertia switch, a red wire that goes to the EEC relay, and two other wires that may be light blue and orange.
The wire that powers the pump goes to the inertia switch then to the pump.

Where is the fuel pump relay on a 1987 ford Econoline E150 5.0L EFI , no voltage at high pressure pump.

Your fuel pump relay should be located in the power distribution box under the hood. If not , it may possibly located on the firewall. Hope this helps

Where is the fuel filter located on a 1987 Ford Econoline Van?

The fuel filter is found in the front of the van on driver's side, as well. You also have to determine if the van is electric or mechanical fuel pump. If it is electrical, with a V8 engine, it could be towards the back near the firewall or the fuel tank. If you are having problems with the pump, and it is mechanical, the problem could be the diaphram is punctured. They only have limited usage, and may need to be replaced. I suggest also changing your fuel filter at the time you replace your pump. This is the most accurate information I can give you as I have had the same problem in the past. Fuel pumps normally get around 50K miles. depending on the usage and if you are in a dusty area or not, as road dust can clog your filters and lower the performance of your vehicle. Good luck
