  1. Find the tensioner pulley that holds the serpentine belt in place. This pulley is generally above the crankshaft. For a gasoline engine, you can access it from above. In a diesel Beetle, it's easiest to access the tensioner pulley from below.
  2. Step 2 Make a drawing of how the belt goes around all of the pulleys. You will use this to install the new belt. VW Beetle owners have reported VW does not always include a routing decal, so draw or take pictures for later reference.
  3. Step 3 Use a wrench to rotate the tensioner pulley to decrease tension on the belt. Slip the belt off of the tensioner pulley and release the pulley.
  4. Step 4 Take the old belt off of the pulleys and install the new belt using your belt routing diagram.
  5. Step 5 Rotate the tensioner pulley again to allowint the new belt to sit on the tensioner pulley. Seat the belt and release the tensioner again to get the auto-adjusted tension back on the belt.
  6. Step 6 Check to make the belt is correctly seated on all pulleys. The grooves in the belt should sit in the grooves on the pulley.
  7. Step 7 Run the engine and check for noises, flapping or other signs of incorrect installation.

Beetle models have a tensioner pulley that can be held in place with a bit tool and locked for easier belt installation.

Replacing serpentine belt

Click on the following direct Link. It has the Serpentine Belt Diagram that you will need depending on your engine size (2.0L or 3.0L) and your options (AC/No AC ect.).
http://www.2carpros.com/car_repair_information/year/2001/make/mazda/model/tribute/2001_mazda_tribute_drive_belt_routing_diagram.htm

Standard Rules to Removal the Serpentine Belt with a Tensioner:
1. Find the Tensioner(s). (See Diagrams on Link)
2. Using a Serpentine Belt Tensioner Tool, Or Wrench OR Ratchet, Rotate/Move the Tensioner USING THE AVAILABLE NUT (on the Pulley or Arm Base) OR the OPENING (3/8ths or 1/2 inch square opening) rotating the Tensioner Pulley/Arm - moving it away from contact with the belt and towards the area where the belt is not in contact with the Tensioner Pulley. The Tensioner is spring loaded, and is hard to rotate/move.
3. Remove the loosened belt off one of the other more easily accessed Pulleys.
4. DO NOT quickly release the Tensioner, but gently allow the Tensioner to rest in its closed position.

Standard Rules for Installing the Serpentine Belt with Tensioners:
a. Pick a Pulley that is most easily accessed. This will usually be on top. This will be the last Pulley that the belt will go on.
b. Using the Diagram: Install the new Serpentine Belt on the remainder of the Pulleys....over, under, left right.
c. Using a Serpentine Belt Tensioner Tool or Wrench or Ratchet Tool: Rotate/Move the Tensioner Pulley/Arm "away" from Belt contact area on the Tensioner. This spring is pretty hard and with a new belt, it will be even harder to install. Rotate/Move this to as-close to the maximum allowed inorder to have enough slack in the belt to get it up and over the last pulley.
d. Using your other hand - Pull the Belt up and over the Last remaining Pulley.
e. Before releasing the pressure on the Tensioner, visually inspect the remainder Pulleys and the Belts' Positioning on them

99 Beetle Serpentine belt diagram

The serpentine belt on my 2001 Beetle loops around the outside of the large pulley closest to the firewall, at the bottom, then goes around the outside of the forward lower pulley, then crosses to the inside of the one right above the forward lower pulley, then loops over the outside of the alternator pulley at the top front side, then goes inside under the tensioner pulley, and back down to the outside of the big rear pulley.

I hope that description makes sense. A picture would work a lot better, but I don't have an easy way to post it. Also, I know you asked about the '99 Beetle, but I assume its routing is the same as the 2001 (which is the one I have).

Replacing the serpentine belt on a New beetle is not easy as it was on the old one.

First you need to remove the Water tank, and undo the hoses near to the water tank.
Then you remove the three bolts securing the tensioner with a 13mm socket wrench, and release the tensioner.
Then you replace the belt.

The procedure is explained here on pages 2 to 5
, do not go over page 5, the rest of the procedure is on replacing the timing belt, and you risk to damage your car by touching the timing belt.

Once you replace serpentine belt, ensure that the pumps is running, that the belt is well in tension, and that is solidly there, not slipping out.

All the repairs must be done or supervised personally by a qulified mechanic.

Regards.
