Bulbs may be bad. High and low beams are on separate fuses so check fuse.
Lastly test the head light switch.

Is the head light in a 2004 passat a bulb with two filaments (low and high beams in the same bulb)?

If it has a normal headlight system than yes the high and low beam are the same bulb the part number will be 1255/H7 If you have HID headlights than you will have a seperate high and low beam bulb. Let me know if you have any questions and I'll do my best to answer them. Thank you for using FixYa.com!

Both low beam elements burned out, bad relay, bad low beam fuse or bad "dimmer" switch.

When i turn on the high beams all the lights go out

Simplest answer is that perhaps the high beams are burnt out. Low beam filliment always shuts off when you switch to high.

My nissan maxima's headlights go fine on dip and full but when you put them on high beam they just cut off completely any ideas on how to fix this???

Have you replaced the lamps? Most car headlamps have separate elements for low beam and high beam. If both elements are broken, there's your answer. I believe also that the high beams are on a separate fuse to the low beams, so check your fuses to make sure it hasn't blown. Hope this helps!
