SOURCE: Blower Motor doesn't work in Heat or AC in a 1999
If it is not workring at all, including all speeds then i would say blower motor is broke and needs replaced. But first check your fuse panel for a blown fues. It is located under your steering column. Your book will tell you which fuse runs it. Then try unhooking the wire harness from the blower motor so that the motor is not connected to anything. Run a groung wire to the ground side and a hot 12 Positive wire to the other wire and see if it comes on. If it does not then replace it. If it does then you need to look elsewhere.... IE switch, resistor pack relay, or even possibly wiring.

What controls the blower speed is the Blower/Heater Switch, when damaged, it only goes one speed, High. Remove the Blower/Heater Switch from the Blower Housing and check the diode for continuity if no continuity, you can only replace the diode (Radio Shack $1.99) or get a new Switch for about $27.

If your vehicle is equipped with the electronic Resistor, the problem could be the control switch or the resistor itself. You said you replaced them both, I would check again to see if they are working properly.
