the problem is the rotating contact that connects the horn to the steering column wiring harness, this part is called the clock-spring contact, u must remove the steering wheel to change the part out.

All VW's have electrical problems sounds like a relay switch isn't working properly or you have a serious eletrical problem. And if's a 1.8 turbo boy are you in for a headach. That cars a nightmare I know cause I've worked on these cars and VW won't recall any of them. Best thing to do is try to fix it and dump it.

dont you have the alarm key fob? if so that will reset it. just press unlock. If you dont an dits not a OEM Acura alarm you will need to find who makes it and get a new key fob, or have a shop that does alarms to disconnect it.

I think you are having problems with short on brake switch,that is also causing other part of system to kick the fuses out.Brake switch is located on the top of brake pedal,it is only electronic piece there..Also, it could be electronic board on the brake light.If that was the case,you will have to replace rear brake light electronic board or housing.
