Its a 1999 chevy tahoe. Changed fuel pump twice.

Could be the pressure regulator on the fuel rail. Pull the vacuum line off the regulator and check it for fuel contamination. There should not be gas in the line. If there is fuel in that line the regulator is bad and needs replaced.

Have a misfire on #5 cylinder 1999 tahoe new wires, plugs, and cap and roter button. changed fuel filter, pressure seems good what to do?

The only thing left is a bad injector or possibly a valve not properly seating. Those particular engines do tend to have injector issues.

99 tahoe want start..

From what you describe, it sounds like a fule issue, not an igniton issue. Check the fuel pressure at the service port to make sure you're getting the right fuel pressure. Could be your pressure regulator malfunctioning or possibly clogged injectors if you have high mileage on the vehicle.
