Question about 1998 Chevrolet Monte Carlo
The air only blows in the floor and defroster when driving but when you let off the gas it slowly blows from the vent,why?

It may be an intake leak. Oil maybe leaking into the radiator. You need to replace the intake gasket.

It's most likely a vacuum line, look under your hood (close to the cowl panel) for a disconnected, cracked or broken vacuum line.
In some rear cases, it could be the vacuum switch (in dash). Or vacuum diaphragm (under dash).
