Dear friend-push the hood down then pull the lever,if that does not work you have to find away to hook it threw the grill, when open look by the left head light it most likely unhooked there it is a double jointed cable.

The hood on my 99 sunfire is closed shut and won't

The cable is probably broken and not connected to the latch. There are two latches, a primary which the cable is connected, and the secondary or safety.
You'll have to try to access the latch from under the car going up between the bumper and the radiator. You may need a body shop to do it.

My car hood latch cable has become detached so how do I get my hood open?

Go under the dash and cut the outer sheath back over the inner steel cable, pull that inner cable with a pair of vise grip type pliers to release the hood latch.

Hood wont open on 1999 dodge durango

The cable to the hood is most likely broken. The hood can be opened from underneath by pulling the cable and replacement is not terribly difficult once the hood is open.

Hood release under the dash has no tension on it. Hood will not latch closed

The latch is stuck in the open position. I always found white lithium grease worked best on those latches but any good lubricant will work. Try moving the latch manually with a screwdriver. After applying the lubricant move the latch a few times. You should see the tension return to the release, if it doesn't you have a broken release cable.
