Your engine is probably an EJ-DE twin cam 12 valve.
Generally Daihatsu belts have marks on them that line up with dimples on the sprockets for the intial phasing. You rotate the engine to top dead centre on No1 piston and install the belt from there. The cams should be not be putting any pressure on the intake and exhaust valves of No1 when phased correctly.

Yes this is a job that can be done with some good planing. But if you are going after them because the engine is smoking some when it starts up. Thick white smoke until the car is warm. Stay away or have the owner have it repaired and tell them you will pay more for the car if they have them done and it works, only if it works. If the car is smoking at start up. It may be piston rings and not valve seals. Is it burning oil? Do the spark plugs come out oily on the tips.
