It is located inside the High side air conditioning hose where it connects to the evaporator at the firewall. some are replacable some you have to buy the hose and replace the whole hose, pull a vacuum in the system then recharge it,

The heater in my 2005 chrysler town and country mini van blows heat then turns cold

Make sure your radiator is full of coolant, if it is low the heater core cant get enough hot coolant in it to keep the air warm. If that's not the poroblem it could be a problem with your air exchanger that switches from hot to cold which could be a vaccume line leak. But I bet you're just low on Coolant.

I just replaced a new rear ac evaporator in my 2006 town and country mini van and i need to know how to charge the ac

you are best to take it to a shop that does a/c work to have them evacuate and vacume the system to remove all the air out of the system then recharge it.as moisture will cause problems in the system.also the R134 freon that the system uses is far more dangerous to humans than R12 and can cause serious health problems with little inhalation of the gas.

I need to recharge my air condition on 2006 town & country van. Where is the low side located?

UNLESS YOU HAVE A MACHINE TO RECHARGE THE A/C THEN DO NOT ATTEMPT TO PLAY WITH A VERY DANGEROUS SYSYEM. This is a specialised piece of kit and without the right machine to do the job you could end up with serious injuries
