Most GM cars have plastic covers that just pull off and clip back on. Don't yank it hard enough to break it though. If it isn't the clip on type, there should be an obvious bolt head showing. If that doesn't work tug on it around the edges and wherever you feel resistance is where there will be a bolt or wing nut you need to remove.

No, there is no reason to replace anything other than the spark plugs and possibly the wires when doing a basic tune up.

When do spark plugs need to be changed on my 2006 chevy cobalt

Modern spark ;ugs can easily go 50,000 miles. If you think you need new plugs, go ahead and change them out. It certainly wouldn't hurt, and it might give your horsepower and fuel mileage a little boost. I would recommend using Iridium spark plugs from either NGK or Autolite. Personally, I use E3 spark plugs. They did wonders for my old '96 4.3 GM V--6. I would also invest in a premium set of spark plug wires, Don't scrimp on the wires, they are a vital link in the ignition system. A cheap set of plug wires can cause multiple misfires which would play havoc with the on board computer.

When I was changing the spark plugs in a 2006 Chevy Cobalt, I was putting in the no. 1 spark plug and antifreeeze started to come out. It appeared to be coming out at the top of the spark plug hole...

You have a blown head gasket or cracked head. Have the head pulled and look for gasket breaks. If no gasket breaks, have the head tested for cracks. If good, also check for surface warping and reinstall with new gasket. let us know if you need more help.
