How could a crankshaft pully bolt snap ? At least four ( 4 ) bolts secure the crankshaft pully to the crankshaft.

Make sure you check timing and the belt. if it spun don't risk putting it back on. Hope you got a new key. TIMING is important so you don't stick a valve through the top of your piston

Likely you are talking about the harmonic balancer.
The bolt turns counter clockwise and is generally removed using an air gun. There is another way to do that too but it is a bit dangerous. Using a solid breaker bar (one without jointed end) you can brace the end against the ground with the socket installed on the crank bolt (I actually have a pipe driven into the ground outside just for doing this...I just slide the bar into the pipe and keep it form dropping by using a vise grip on the handle). Once the socket is on the bolt, crank the engine over using the starter, the engine will force the bolt to back out.
After you get the belt installed, tighten it as much as you can by hand and ask a shop to just give it a final tightening with an air gun.
If the socket slips the bar can fly up so be very careful and don't stand where it can hit you!

Drill the bolt out with the appoint size bit and use an ease out to extract it. Is the bolt broken flush with the outside of the engine or is it recessed??

Anyway to bypass an idler pulley on a 2007 Ford escape?

Torque for the idler bolt is only 93 lb-in (10.5 Nm). Less than a typical spark plug torque setting. Likely you are over tightening and weakening the bolt.

If you can't get a torque wrench on the bolt while in place then practice using a different similar bolt to get a feel for 90 to 100 lb-in. Note; you need to hold the torque wrench at near the same length of what ever tool you use to tighten the bolt in place. Use the end of your fingers to apply pressure, don't grasp the wrench.

You will have to buy a new pulley to crankshaft bolt and washer. Or did you find that as well when you picked up the damper? Probably fell off a long time earlier. Buy a used one from salvage, or get one from a Jeep dealer.
The damper should only go on one way. Or there may be a missing woodruff key. It would fit into a slot on the crankshaft, holding the pulley in a set position. If the woodruff key is missing, you will have to find one of them as well.
Working from underneath, remove the "belly pan" mounted below the front of the engine. Book says you MAY need to remove cooling fans and radiator for access-but that is for removing the old pulley with a pulling tool. You may be able to get it all back together without pulling the fans or radiator off. Put a little clean oil on the crankshaft, align the key slot of damper with crank key and tap the pulley on with a soft faced mallet or appropriate tool. Get the pulley on, tighten down the bolt tight as you can get it, then belts back on. Then go to a shop and have someone put an impact tool onto the bolt to torque it down to specs-80 FT-lbs.

2001 dodge stratus r/t 3.o liter outside pulley on harmonic balancer fell off. do i need whole new balancer or is there something that came off that holds it on?

ON most engines there is only on pulley as part of the harmonic balancer. It is the on that has the rubber between the pulley and the center bit on the crank. Any other pulleys are normally bolted to this pulley on the center hub piece . I'm thinking that the mount bolts have fallen out.

The Harmonic balancer is held on to the front of the crank shaft with a bolt. there are pullys pressed onto the harmonic balancer in rubber.If more pulleys are needed for more accessories they are bolted to the harmonic balancer.

If your having issues removing the crank pulley bolt you can get a special tool from snap on tools.It slides inside the pulley and holds it in place so you can break the bolt loose.Once the bolt is removed the pulley will slide off.

The Alternator Drive belt and (what i assume is) the timing belt both slipped off. Upon further inspection, we discovered that the lowermost pulley (That both belts actually run along) is sticking out...

The pulley is call harmonic balancer . There is a big bolt that goes in the front of the pulley you need to tighten very strong 130pounds plus. Most likely it is not there it fell off.

You do not have to remove the harmonic balancer pulley (crackshaft hub) to change your timing belt.

You put a socket on the head of the bolt that is holding the pulley on the tensioner, and pull it to the left. That will pull the pulley away from the belt so you can remove the belt. The tensioner is under spring tension, so when you release, it will snap back.

You might consider investing in a repair manual available at most auto parts stores for under $20.
