Battery ok will not start, just makes a liile whine sound
This might be starter, bendix? A replacement starter on e/bay , will include bendix prices are competitive watch s/h$ . You could elaborate with more info. parts are not exact you need to give exact info. for your truck/car name year size engine etc. depending on your skill level tools accesability you may want to just find a skilled mechanic, shop around get referances.

the plastic around the gear shifter will pop up with a good pull, then turn it side ways to get over the shifter, then there are 2 screws the hold the bezel down around the radio and air vents, then just pull from the air vents it will pop off to reveil the screws to the radio

try to turn the headlight on and start if the light gose off at the same time you need to replace the battery , but if its stay on and no start change the starter

Check the alternator and battery clemmas/wires coming from alternator. It looks like no charge from it coming to battery. If it is second battery already this is the sign. You can do it free of charge at autozone store. But any way as a temporary solution you can buy battery charger ($25 walmart) and charge the battery back if battery is damaged you will see it right away (it wont be charging). After you charge battery back start the engine run it for 30 minutes (if Alternator OK it is enough to charge battery back), stop and start again. If no start alternator is a problem.

I would personnaly test the cam and crank sensors. If you are not getting spark, then your crank sensor is bad.

you call it the serpentine belt, we call it the fanbelt.it,needs tightening,slightly loosen the alternator, then pull away from engine and tighten belt, tight enough when you can move longest part of the belt, between pulleys, 1/2 inch in/out.
if squeel re occurs fit new belt.
