The blower resister is burned out. This is located in the ductwork behind the glove compartment. You need to get a new resistor, then remove the glove compartment box. All you need to fix the problem is a box end wrench. A 10-mm wrench will do.

However, check the blower motor fuse first, this may also be bad.

Blower speed question (ac/heater). This just

This is definitely 100% the Blower Motor Resistor.
Replace this and all speeds will work fine.
This Resistor is defined with 3 to 4 wires going into it, and is located adjacent to the Blower Motor.
It is easily access, removed and replaced.
I will post an additional comment on Part Number, Price and where available.

Heater/AC fan does not blow on two lowest speeds.

Your fan uses resistors to reduce the speed of the fan. Hi speed doesnt use the resistors and that is why it runs on hi. Standing in front of the car, all of your heater housing is on the left side of the firewall You will see a connection with about 4 wires That look like they go nowhere. Take the couple screws out and pull it out. You will be able to see the burnt one.Jump out the burnt on and that will give you another speed or two.
