Fuel must be delivered in sufficient quantity at a sufficient pressure and this can only be checked with a fuel pressure test and a volume delivery test.

I'd start by checking the spark plug condition and function.
Wet........... no spark
Dry............ no fuel
Check for spark anyway. Hot and blue.
Try priming carb with a squirt of gas.
Drain and flush carb. You may need to remove and thoroughly clean if gummed up.
Did you check for spark? It sounds like you're not getting spark. Check for spark. If you are not getting spark then it sounds like you might have to replace the coil packs. Is it running a L4 engine? If its running a standard chevy L4 its probably the coil packs. Try to replace them check again for spark.
there is often a 2nd inline filter between the tank and engine, also there is a "sock" on the intake line in the tank itself that may be clogged with dirt. try running some fuel cleaner / fuel anti-freeze though first as that will often clear up the issue fairly cheaply.
I would have the fuel filter changed again, just in case sediment from the tank is blocking fuel through the filter, and check the fuel pump. They put them in the gas tank now and they do go bad. If you jack up the back end where the gas tank is, pehaps you will have enough gravity feed to present enough fuel to the injectors to start the car. That will tell you if the fuel pump is bad.
if it aint gas its electrical. But if its been sitting for a long while you may need to purge the fuel injection system. the injectors maybe all gummed up from the old gas. Is it getting gas to the plugs? Check the plugs to see if they are getting gas. if not then its fuel problem but if they are then its electrical. hope this helps you out. let me know.
