The headlight relay for a 1998 Dodge Dakota is located in the Power Distribution Center (PDC) under the hood. The PDC is a black box located on the driver's side of the engine compartment. The relay for the headlights is labeled on the underside of the PDC cover. You can refer to your owner's manual for a diagram of the PDC and the location of the headlight relay.

NHTSA issued recall number 14V755 to address Low Beam headlights being extinguished. GM stated the problem is the headlight delay module (HDM) may not operate in the thermal environment of the underhood electrical center. GM has not issued a fix as yet. Here are four ways I know of to correct this.
1. Have a spare HDM and replace at the first flicker of trouble.
2. Install a heat shield to wick heat away from the electrical center.
3. Install a cooler (fail open) thermostat and run the ac constantly. The ac turns on an additional cooling fan.
4. Loosen the cover on the electrical center to allow air (and dirt) to circulate.
Did you check the fuse box inside the cabin ? The book says the relay is in the fuse block but does not give a description.
Keep in mind the headlight relay only affects the headlights. The other lights you mentioned are on different fuses and not the headlight fuses.
The headlamp relay is located under the dash to the left of the steering wheel. If it is the original relay, it will say "headlamp relay" on the side of it.
