I believe what you are trying to say is that the starter is engaging when you turn the key to "start?" If that is the case, check the following in this order:

  1. Continuity at the ignition switch;
  2. Voltage at the secondary of the ignition relay;
  3. Voltage at the secondary of the starter solenoid;
  4. Voltage at the starter when the key is engaged.
If all voltages are present, the starter has failed. If there is voltage at the solenoid but not at the starter, the solenoid has failed, and so on back up the line.

If I have misunderstood your question, please restate it more clearly.

1992 Subaru legacy ignition switch turns on but it doesnt give turning sound to start engine.

I've changed quite a few ignition switches on Subaru's after 150,000 miles. It could also be a bad connection at the starter (the small wire) or a bad starter.

If you have no other symptoms other than a faulty reading then it can be 2 things, leaking ignition high voltage wires or a faulty tach, i would go with the tach.

Try changing the ignition coil.
The easy way to test this, is turn the ignition on,for about thirty second's ,then feel the coil ,if it is hot ,replace it.

It may be the cooling fan, it will still run after the engine is shut off if the engine is hot and the ignition is not all the way to lock position.

I'd say it is most likely the Air Flow meter has turned it's toe's up. If the Throttle PS was dead it wouldn't even rev to 2K.
