While driving the car minimum oil light came on I pulled over and raised the hood and seen oil all over the belts and hood, out a fresh quart of oil in it and it ran back out slowly
It is good that you stopped! Continuing to run the engine with low oil pressure will cause serious damage to the engine. First step is to determine where it is leaking. This may involve cleaning up as much as you can and then trying to locate the source. Once you have the source located, hopefully it will be fixable - refill with oil and on your way!

Maybe a blown gasket or blocked engine breather pipe.

With a compression coolant system tester,check the system to see if startsleeking(engine coold)let it be so for a few hours!
Take out plugs and check if is any water inside(if is a big leek it will show you),check inside cabine radiator!

THIS IS STRANGE, BECAUSE THE NEXT PAN BEHIND THE OIL PAN IS THE TRANSMISSION PAN. UNLESS MECURY HAS DEVELOPED SOME STRANGE SYSTEM THERE SHOULD BE NO WATER OR COOLANT ANYWHERE IN THAT LOCATION? IF THE PLASTIC PLUG IS LEAKING IT CAN BE FIXED BY REMOVING IT AND WRAPPING THE THREAD WITH TEFLON TAPE AND RE-INSERTING IT AND TIGHTEN IT. IT THE PAN ITSELF IS LEAKING, THERE ARE ONLY TWO THINGS HERE. ONE, YOU CAN RE-TIGHTEN THE BOLTS TO SEE IF THEY ARE LOOSE AND SEE IT THIS STOPS THE LEAKING. OR, IF THE LEAKING DOESN'T STOP, YOU NEED TO REPLACE THE PAN GASKET WITH A NEW ONE AND REFILL THE TRANSMISSION WITH NEW OIL. YOU MIGHT AS WELL CHANGE THE FILTER WHEN YOU HAVE THE PAN OFF, BECAUSE IT IS PROBABLY OVERDUE. I THINK YOU WILL FIND THIS LEAK IS A STICKY RED FLUID CALLED ATF OR AUTOMATIC TRANS. FLUID. THAT WILL NEED TO BE REPLACED. NEW FILTER, NEW GASKET RETORQUE THE BOLTS, IMPORTANT, DON'T WANT THAT THING FALLING OFF, NEW FLUID, YOUR BABY SHOULD PURR AND NOT WIZ ON THE FLOOR ANYMORE. NOT SURE HOW TO DO ALL THIS? BEAT FEET TO THE NEAREST PARTS STORE AND BUY OR ORDER THE CHILTON OR HAYNES MANUAL FOR 93GRAND MARQUIS AND YOU WILL HAVE PICTURES AND STORIES YOU WON'T BELIEVE! CAN'T GO WRONG! GOOD LUCK!

OK, 4.3 V6 ? Coolant leak is coming from under the oil fill cover ? , do you mean the oil fill tube ? Could be a bypass hose is leaking, or a manifold gasket is bad, need more info maybe, pics

The passenger right side of the car doesn't have any flanges for cooling system, if that's correct then your radiator has a leak or puncture.
The driver side of vehicle has both the in and out flanges for the radiator. Very common to see leak at the drain valve leaking (not closed tightly). In the same area would be bottom flange of radiator which the composite flange is degrading and causing the leak.
The middle part of the bottom engine compartment is where your oil/coolant cooler assembly just above the oil filter. A loose oil filter could be the cause 95% of the time and 5% would be a bad o-ring from the oil cooler to the oil filter flange.
