Question about 1988 Honda Accord 4 Door
Use a muiltimeter to seek out the short or break in the power side of the dc circuit. Clearly the power side from the pump back to the ignition is the issue. An alternate method would be to run a fresh lead from switch to pump. Bypassing the old one. Severe it at both ends and you should be set.

Check fuel pump relay, this relay also runs the ecu for the fuel injection system, it is located underneath the drivers side dashboard, behind the fuse box.
