Sounds like you might have dislodged a connection when removing radio so i'd start to retrace your steps , there is a fuse at the back of rhe radio as well but this is usually for the radio seperately to the rest,you say fuses are good so i'd make sure power is actually getting to and from fuse with a voltmeter this will narroe down where the problem lies ie no power to fuse will be back to battery supply circuit no power from fuse the fuse connection may have been dislodged or even a fuse that looks fine can be a dud, good luck

You would be able to notice a burnt wire from under the dash.
Check all the fuse moduals again and the power coming to them

SOURCE: cigarette lighter not working
Have you tried plugging something like a phone charger into the lighter socket to make sure there is power there to start with ?
If there is power then either the cigar lighter element is shot or there is a bad joint which is breaking down when the cigar lighter load is applied

The cigarette lighter and radio fuse will be underneath the dash on the driver's side. Once you pulled the cover, there will be a diagram that indicates what fuse is for the cigarette and radio. Mostly the two are powered with one fuse.
