Is the battery going dead even if the car is not being driven ? If it is have the starter checked and have the alternator tested.

The battery is completely drained. Take the battery to have it charged/tested at autozone. When you put it back in your car check for sources of why it would have drained: lights left on, gps, dvd player, door open, etc.

Sounds like you have at least one blown fuse. Check the fuse panel, It's on the driver's kick panel next to the dead pedal (where you rest your left foot) to the left. of the clutch. The cover for the fuse panel faces the center of the car.

Here is a picture of a good and blown fuse:

When I turn on the vehicle the headlights and windshield wipers come on and won't turn off. When I turn the key off there is a delay before it actually turns off and the headlights won't turn off.

This sounds like an issue with your ignition switch. Basically what is happening here is that you are shutting off your vehicle, but the ignition switch is not working correctly and is allowing certain accessories to stay on.

Wipers

On my 850 the headlight wipers come on the same time as my windshield wipers when I pull the lever to squirt washer fluid on my windshield.
The back wiper should be on an independent switch.
