From what I have seen, it looks to be a blown bulb indicator. Check all of your lights to make sure that they are in proper working order including turn signals, park lights, headlights, and tail lights.

What is the warning light that looks like a light bulb with a exclamation point in the middle of it mean?

That bulb is warning you of a potentially dangerous situation. Your manual will tell you what the light is for and then you check out that particular part of the car.

I have an 02 ford windstar. A light on the dashboard came on-it's paranthesis with an exclamation point in the middle and a wavy line underneath. What does this mean?

It means you have one or more tires with low air pressure. Check the tires for pressure and for nails or any visible damage.

Blinking Orange Exclamation Point on 04 4runner

Since your question is listed as a 1999 Saturn SL and a Toyota 4Runner, I will answer both:

1999 Saturn SL
Typically the orange exclamation point dash warning light is indicating a problem with your brakes, parking or hand brake. Check to ensure that your emergency brake is completely disengaged.
Check to ensure proper brake fluid level.
Otherwise this could be indicating a problem with the ABS system.

04 Toyota 4Runner
Low tire air pressure. Inflate to approximately 32 PSI should correct your problem.

I hope this helps.

Warning light --Upside down horseshoe with exclamation point

It should be letting you know that you have a tire pressure problem. If you still have the owners manual read it. It will explain what to do, what to look for and how to reset the light if need be.

Icon stays on, it looks like a tire with an explation point in the center, is staying on. What does this mean.

Hi:

That warning light means you have an external light burnt out. To figure out which one, turn on your lights, and have someone walk around!
