Sliver box . In rt kick panel , have to take out bolt from under hood also . Rt side of engine compartment by fire wall , long plug w one bolt . Remove bolt an then go inside an remove kick panel ,look up under dash remove retainer bolts for bracket that hold ecu in place

Where is the ECU modual on a 1999 mercury cougar v6 ? and is it an easy fix ?

the PCM, ECU is located on the passengers side under the hood up at the firewall and u must disconnect the negitive and then the positive cable to remove and to install it. un bolt the harnes retainer and unplug the PCM, ECU then inside the car open and lower the Glove box(the door has a stop on either side thet need to be released so that the glove box is faceing down.remove the nut from the bracket and remove the PCM, ECU.
Remember this may not be the problem as some repair shops blame their misdiagnosis on the PCM, ECU

What besides the ecu would control the flow of fuel through the injectors in a 1999 mercury cougar 2.5 L duratec engine?

There are a lot of things. You have many sensors that monitor your engine's air, temperature, atmospheric pressure, throttle angle, exhaust; all these things "talk" to the ECU, which then processes the information and "tells" the fuel injectors how much to inject. If you are having problems with your engine's performance, one of the least expensive places to begin is with a scan at a reputable shop. Alternatively, small, hand held scanners for OBD-II systems like yours are available for a reasonable price.

When it starts it runs fine..when it does not have to wait one or two day and then it will start it has been 3 days and car will not start..on going problem and the local ford dealer has no...

3 things to start up the car, air, spark and fuel. First make sure no issues with battery. Check if fuel is being pumped, if not check fuel filter and then pump. If ok, then check for spark, if no spark, check leads and then coil pack. If ok, check mass air flow sensor. There could be other issues like crank angle sensor, or knock sensor, cam sensor. Since you have been to the dealer I assume that the dealer has scanned ecu for fault codes. So check the above 3 things and let me know how you go.

Where would i find the starter relay in a 99 mercury cougar

right below fuse 15 in the battery junction box/ fuse box under the hood.

If you are referring to the Check Engine light then this indicates there is a problem with the emissions system. Have the ECU scanned with an OBD2 scan tool. The fault code that has been set by the ECU will tell you where to look for the problem. If the engine is running fine there is no hurry, but do have this looked into. If you are referring to the oil pressure light stop driving the car until you get this repaired as it may be serious.

1999 cougar automatic transmission shifting problem

here is illustration. 1 bolt holds it in. VSS sends vehicle speed information to computer so it can determine shift timing, fuel input, etc.
