You need to specify engine code. Honda uses a few different engine for one model.

What could cause front driverside vibration

Front driver side tyre out of balance. The balance weights used to be clipped on the rim, but with alloy wheels they a stuck to the inside of the wheel with double sided tape. Could be a bent rim if you hit a kerb in ice or snow.

On the 2004 Element. Do you have to change the timing belt at a particular time ; or does it have a Chain?

Honda element has a Timing Chain, and Honda doesn't even recommending looking at it till something like 110,000 or 120,000 miles.
However, it is this an "interference" engine, meaning that if the chain or belt fails it could destroy the valve train and even the pistons.
Because it is an interference engine. I plan to change my chain at 100K, since I expect the car to go at least 200K but don't expect the chain to last that long.
Normally cars has Tune ups scheduled at 30K, 60, and 90K. As the rule of the thumb at 90K Tune up mechanic shops recommend timing Belt or Chain to be replaced. We can go for longer taking the risk.

2004 Honda Element...the clutch pedal engaging at 50%

You could have a problem with your pressure plate, but you need to check out your clutch master cylinder and slave cylinder too. Check the clutch master cylinder fluid reservoir, and make sure it is full. It is located on the back wall of the engine compartment, approx right in front of your clutch pedal. If it is low, or you notice any fluid leakage, you need to address what caused that. You can bleed the system too, but that won't repair the problem.

I can't find where my spark plugs are located on my 2004 honda element.

open the hood, look at the engine. Ther are 2 covers. Remove the far cover (4 nuts.. well 2 are really screws) Below is a diagram. I believe you will need a special tool for the plugs. You will need to remove 4 screws to remove ign. coils. Be careful to keep area clean.
